Most pages in #1 to #8 position

I have a site that I've been working on for a friend for the last year. He offers products from a number of manufacturers, and I've created a page for each.

I've made sure that keyword density is about 5 to 8% for each page, made sure the meta tags contain the correct keywords, made sure the meta description is correct, the robots.txt file is correct, etc.

All of the pages except one show up #1 to #8 for the desired keywords. The one that doesn't---and of course it's the one my friend wants to promote the most--comes in at #21. That's too far down to get signifcant results.

I've looked at the top sites for these keywords, and none of them have as high a percentage of keyword density, the keywords in the meta tags, etc.

This page is fairly new, and moved from #99 to #21 in a period of a couple of weeks.

Is there a chance it will improve in position, or is there something else I can do?
