Poor Page Ranks Higher than Good Page

I have a page optimized for 'widget' which has good PR (4). I have another page that is not optimized for anything in particular, but has a link to the page for the 'widget'.

When I do a search for 'widget', the general page is the one that shows up first in the results. Yet, if I limit the search to just this domain the optimized page shows up first and the general page shows up way down in the list of returned results (this is expected behavior).

I have a couple of other examples of the same thing happening for this customer.

Any thoughts?

I get same results in my site, I think it's about new related neighborhood feature, currently
[webmasterworld.com...]

Seems google considers a inner page more related to a topic against a more general index page, though optimized.
Both pages have "widget" keyword.
