Quoted vs Unquoted

Usually when I type in a query that is "quoted" I receive SERPs with a lot less results that matches the "exact" phrase.

In the "Results 1 - 100 of about 000"

Someone take a look at "york stock exchange" and the same keyword without quotes.

There is over 5x as many results for the quoted phrase, which I have NEVER seen before.

Its almost as if Google has these SERPS the wrong way around.

Why doesn't Google find the sites in the quoted SERPS and stick them in the unquoted search?

Anyone care to comment on these SERPs?

I guess one should take about in "Results 1 - 100 of about 127,000." to heart.

The estimate goes up when you add &filter=0. Seems to be about 1000 pages filtered for 'york stock exchange' without quotes.

(add that to the url that is, or go to the last page of the SERPs and click 'repeat the search with the omitted results included.')
