Google doesn't count links from high PR>=6?

This confused me, my two sites has been listed on some pages of a site since 15th of July, the homepage of the site is PR6, while other pages is PR5, PR4 or PR3, now, google only count those less than PR6 backward links.
Same things happened on another site: one PR7 site links to my two sites, but google don't count it. The site have two domains (different IP) use the same content, one is PR7 while anther one is PR3, both of them list my two sites, but google only count the PR3 backward link.

And anybody noticed that if your site has a lot of backward links, google seems try to separate the backward links to two or more parts, then count the links on one part this month, while count the links on the other part next month, but he will not count all links together.

Google sucks?

I don't think you need to worry.

Google sometimes just list a (seemingly random) selection of backlinks from a site. As far as I can see, this doesn't mean that the others don't count.

So, how can google complete the PR calculation circle?
Let's say site A with PR5 links to site B with PR4 each other, on next month's update, the link from site A boost site B from PR4 to PR5, and then, on the next next month's update, site B's PR gives values to site A, so site A's PR increased to PR6, and this loop continue, when complete?

That's part of the beauty of PageRank. The rank source acts as a damping factor as PageRank is iterated to convergence. An optimal link relationship (two pages link only to each other, one has an extra link from a page with PR alread), only raises PR by some fraction of a notch on the Toolbar scale. It's a real effect, but not very big.
