Link PR Values

Are they based on link page PR or home page?

When asking others sites for links, should I consider the PR of the page that will house the link, or the PR of the sites home page?

The PR of the page where the link resides.

Some other factors you might want to consider :-

1) Is there a possibility that the site will continue receiving inbound links? If yes then the current PR 0 or 1 links page might go to a PR 4 in future. If you secure your place on that page right now it might help you a bit in future ;)

2) How is the link management policy of the site you are taking a link from. The best possible link is a link from within site content (aka organic link). After that comes a directory link whereby people maintain their own site directory to manage their links. If you are in a very niche segment where there are not many websites then even a links page link might be good for you.
