Does PR transfer internally from pages that only have internal links?

Can one page that every pages links to send PR to other local pages?

I have a legal notice on my site that every page (close to 10,000) links to. Consequently this page has a toolbar PR of 6. By linking from that page back out to my 20 different main category pages would those category pages receive a PR boost? Or is it only guessed PR anyway, and it wouldn't actually matter? There would be a very slight benefit to the users in giving them direct links back to the categories, but for the most part I would be doing it for PR reasons. Any feedback would be appreciated. PR transfers just as well internally as it does externally, but the anchor text boost is less.

So linking to the category pages from your legal notice will help distrubute PR, but your rankings probably wouldn't rise astronomically as a result.

If there are already internal links on your legal notice page, you would just change the PR distribution by adding links. However, if there is currently no link on that page, you would increase the PR of your pages (because you have wasted PR so far).

Interesting... there are a few links other than back to root currently on the legal notice page, but they are to other informational style pages that don't need the PR as I don't get any traffic from them. It sounds like I would do well to redistribute that PR more effectively. Thanks for the feedback guys!
