I would like to know is there a difference to google how i made my web pages?
For example if my site contains 250 html pages, and all of them made from single layout page(header, footer, logo, menu), and the content is in the middle of the html page.
Google will 'suspect' my pages in semi content duplicate?
Or it is better to make every page by hand without layout. without repeating parts in html? If it's true - when it's a little weird.. I would like to make a good looking site, with unique style, and if google treats my pages as duplicates it's not fair.
I hope you understand me, english is not my primary language.

You have nothing to worry about. Templates are a logical and productive way to build your websites. Google will evaluate the content part of your pages to determine if it is a duplicate page. If sites were to get banned for using templates, you would see most of the ecommerce sites drop out of the serps. All the message boards like this one would also vanish.

nativenewyorker is correct, you have nothing at all to worry about by using templates to design your site. A huge percentage of pages use templates to keep a static and uniform look throughout the site.
