Is PR simply external linking issue?

can a site have high PR without links from other high PR sites

The question is in the topic. Can a quality site generate it's own PR without getting backlinks from other high PR sites?

So if you have 10,000 pages linked a certain way and no backlinks Google will never give you PR. I thought a site had a certain amount of PR acording to how many pages it had. I guess you need at least a little seed PR for that to work.

If the original algorithm would be still valid and if you would choose an appropriate link structure, then you could create a high PR page. However, in practice it won't work because:
- Google won't index the whole site if you have only a few (low PR) incoming links
- you would need a very large number of pages
- it seems that Google have changed the algorithm to hamper/prevent the creation of PR
