can anybody let me know ....what exactly is the five url policy for url submission and why they are considered best.....

It seems that r_kalita is thinking of the altavista free submission [addurl.altavista.com] form, which allows you to submit five URLs at a time.

Google [google.com] does not need you to submit more than the top level domain:

If you choose to submit your site, only the top-level domain is necessary, as the spiders will follow your internal links to all the rest of the pages.
