I just found a website that has a link to me. The problem is that it is not a real link. When you clcik on my company name in there directory it opens a frams page with there logo on top and my site below that. When I am there the toolbar registers PR6. Does that mean that my site can actually pass a PR6 when it is really only a PR1.

it's common practice for some directories to keep the viewer in their site, the PR you are seeing in the toolbar is the pr for the frameset.

Put a full [yourdomain.com...] link on your homepage and you will at least get credit from Google for the link. I believe it would be from a page with the same pr as your page.
