My competitor is buying advertising on high PR unrelated sites.

My competitor is buying advertising on high PR unrelated sites. He sells widgets and the companies who he pays for advertising on sell nothing remotely to do with widgets.

It means that he now has thousands of inbound links because they have put his ad on every one of their pages.

Have i just cause to report this to google? I think its obvious that he is buying PR and Links rather than just for the purposes of advertising.

If so, how do i report him?
