How many links is too much?

multiple links w/ different anchor text, same URL

A competitor uses 4 links with different anchor text (stuffed with keywords) that have the same URL.

Is 4 considered spam?

If they are on separate pages, and the anchor text is descriptive of the destination page, then what's the problem?

Good for the user and good for Google. Good SEO.

If they are on the same page and use different links, still dont't see a problem as only one link to the destinaion page will be counted. No big boost to rank there.

If they have links coming to them from other sites with different text on the anchor, again good SEO.

If your thinking this is why they are out ranking you, in my opinion, you should be looking elsewhere.

I guess I didn't add enough info - sorry.

All 4 links are a the bottom of one page. Each link goes to the same exact internal URL.

Example:

"This site contains information on"
Link#1: Keyword Widget
Link#2: Keyword Keyword Widget
Link#3: Keyword Keyword Keyword
Link#4: Keyword Keyword

All four links go to the same internal page on their web site. All four of them are together one after another.
