Link to Subpage or Home Page?

Say the home page of a site has PR 6, and a subpage for subtopic A has a PR 4. The goal is to get as high of a rank for the keyword for subtopic A. Do you have other sites link to the home page or the subpage? (All subpages on the site have a link back to the home page)

Currently, I believe most of the external links are coming into our home page. When we do a search for this fairly competetive keyword related to subtopic A, we are seeing both cases. On one of our sites, the URL for the subpage is listed and then the URL for the home page is listed below that (indented since it is the same domain). The two pages are not similar at all. However on our other site, the home page ranks just above the sub page, again the content for each page is not similar at all.

If the target is to get subtopic A ranking well then have them link to the subtopic, ideally with "subtopic" as the anchor text of the link.
