New domain penalized

I have put up a couple new sites lately and as soon as I connect the name to the site my toolbar shows a penalty.

I have not submitted them, or linked them.

Is the domain registrar submitting names or linking something and getting the names penalized before we even buy them?

or

Is the toolbar showing penalty instead of grayed out? Like when they dont know anything about you?

you said you had not submited the domains to google ot linked to the, you will probably find you genuinly do not have any pagerank.

Where the domain names used before on another site? if so it is possible that they may have been penalised and subsequently dropped by the previous owner.

Give it a month or 2 before you start to worry.

Anything is possible in this scenario.

The best thing to do would be to get the site up wait for a deep crawl and look again. If it's still penalized, wait for another deep crawl. If after that deep crawl (and subsequent freshbotting) you're still penalized then you should worry.
