I have a site that is one page that nobody ever goes to. I did a search for domain.com in google and there are only 3 sites that link to it. I got none when i did link:http://www.site.com. 2 of the links are very low PR. One site has a PR4 and my site now has a PR3. The site that links to it is a PR6 on it's initial page. So the stated PR4 on a lower page in that site is accurate becasue that is what passed down to my PR3. So it seems true all you need is one site that links to you with 2 more PR than you and you will move up 1. It seems that people with PR7 or higher can sell advertising for a pretty penny.

yes, i agree. i think it is because google PR is a logorithmic scale, so links from high PR sites are really worth a lot more than links from lower PR sites.

Not neccessarily. What you are looking at is Toolbar PR, which is just an extremely simplified representation of the real PR values. The real PR of a page shown as a PR4 can vary between close to PR5 and close to PR3.

Second the PR passed is directly related to the number of links going out from that page.

You mentioned that you aren't getting traffic to your page. One page is limiting as many people come in on lower PR content pages. That is because they are searching with more specific terms that are less competitive. Add some pages about different items you sell or if you only sell one item make the pages about different aspects of it. If there is any way you can add some interesting related information that can help you get linked by other sites plus word of mouth (or email).
