I've read many threads discussing PR for sale, and examples of single PR9 links catapulting an otherwise unknown site to PR7 and the top of the SERPS. I had a thought - why not place a limit on the amount of PR that can be passed from one link?
This could be set at PR5/6 level or so. A proper link from MSN's homepage would now only count as much as Joe's Blog. Is this deceptive in some sense? Obviously MSN is more important in reality, but does one link from MSN really make a site as popular as having 20 links from related-industry sites? This technique places a limit on the amount of manipulation that can be done - someone can still buy a link from a PR9 site, but it only passes PR5 value - not too big a deal.
This should reduce the amount of time Google needs to spend manually seeking out and penalizing those sites selling PR, and also appease straight-edge webmasters who are paranoid of their competitors' exploits.
Then again, maybe this is already being implemented or on the table?

This is a very important point to me as a relative newbie to www. I sometimes wonder if its worth the effort to find the ethical way of doing things when everyone else appears to want to go a "get rich quick" route.
Can someone enlighten me?
