Sorry if this has been asked before, but I looked and looked and couldnt find the answer...
Lets say a website root page has a PR9, and they have a subpage with a link to your site. The subpage has a PR7. Does Google count it as a PR9 link or a PR7 link?

The PR transfer will be from the page your link is on. Therefore, if it is a PR7 page you will most likely get a PR6 or PR5 assuming it has a moderate amount of other links on it.
