Is a PR link of lower value better than no link at all?

This is probably a stupid question...

If I have a website with a PR of 5 and I want to reciprocate with a website of a lower PR (4, 3, etc) does it HURT me or just not help me a whole lot?

Basically, am I better off not linking to other sites with a PR lower than mine or does every link help (as long as I don't link up with a penalized site)?

Linking to a non penalized site with PR lower than yours will not hurt you in any real sense as I understand it.

A Link is for life, not just for Xmas :) (sorry could not resist)

get as many "quality" "relevant" inbound links as possible, for the traffic they can drive,

anything else regard as a bonus.
