Are incoming links on expired domains safe yet?

Almost all the expired domains I purchased have been penalized over the past 2 updates losing their incoming links even ones that I built up after purchasing them. I really need to know if they are safe yet?

Hopefully GG could say if I am wasting time to build links to them yet or how long until it is safe to build any links to them.?

I don't want to promise when it will be fully rolled out--better not to use expired domains if you can, I would say.
