I was doing some testing on our site and created some sample pages. I just did some checking and a page that has only existed for about 30 minutes shows PR3 on the toolbar.
How does this happen?

I think it's due to everflux and/or may be an estimated PR according to your site PR.
Try to do a search on estimated Pr and you should see thet you are NOT alone :)

I assume that you created sub-pages from a homepage that was already ranked in google.
Our homepage is PR5, and next level pages PR4. If I create a new sub-page that will be PR4 also.

It's referred to as "Assumed PR"...
On web sites where Google has determined PR of other existing pages, the ToolBar will assign an "Assumed PR", until Google actually crawls the URL, and determines a more accurate PR.
