What is the best way to ensure the Google representative will be able to contact me/the webmaster of a site? Or is this an absolute no-no and google people will never contact the webmasters of any site?

I feel that it is always a good idea to have an easy to find contact section on a website - for all sorts of different reasons - eg clients contacting you......
If a web user can find your contact details then if Google do a manual check they also will be able to find your contact details - whether they contact you or not is a different issue.
Your best bet is probably just to make the best site you can for your users and don't do anything you know for sure is dodgy.
Most folks are in no more danger of getting hand-check than I am getting a date with Kate Pierson. - Don't worry about it, and work on your site ;)

killroy, I remember your original post. We were all concerned, since it was an innocent error that anyone could have made. Are you absolutely certain it was a penalty, or could it have been that the duplicate pages were just ignored and not given Page Rank?

If your site has a particular weight in your country and holds a large amount of information, then perhaps you can contact Google directly?
Chances are that it won't do any good, but there's no harm in popping an email to Google customer services?
I believe there is an email address specifically for enquiries about penalised domains - perhaps someone else can post it?
