Is there a "Google Crawl Monitor" similar to the "Google Update Monitor"

The major crawl usually happens just after the update so it's not really necessary. It is also impossible because Google visits every site at a different time :)
You should monitor Googlebot's activity on your site by looking at your server logs or installing some tracking.
