I have a site on which the index page keeps getting no PR (though it did have a reasonable PR previously), but all other indexed pages on the site have a PR of 5.
In the google directory pages the site also has no PR (but did previously).
Does this suggest we have been penalized? There are no real reasons for this (well, the page is a bit stuffed with keywords at the site owner's behest, but all good sentences etc.) Why would only 1 page get penalized?
Yesterday another member presented a problem, that sounds very much like yours. You might learn something from reading that thread:

I looked at the other thread and someone suggests that single pages can be automatically penalised by the algorhthm (but it suggests that it has not been manually penalised). I am completely mystified as to what could have done that - in particular because I thought a gray toolbar suggests a banned rather than a penalised page (the page wasn't down when Googlebot crawled and this has been going on for months. The page is also listed in results, just with no PR)
Garylo - almsot all pages have some links pointing to them, but they are almost all affiliate links (so Google sees them as being from quicksrv.net) - For some reason Google only sees one per page though, but perhaps that's another thread. The index page obviously has the most external links pointing to it.
The main photo page has a bit of text at the top but no text under the thumbnail links, just alt="". There's nothing spammy that I can think of, no keyword stuffing, nada. The page has been found and listed #2 by Ink. I keep waiting patiently for the next update to see if things sort out, but Google in its wisdom, is letting us twist in the wind waiting...
Any ideas, anyone, please?

Not sure why except that I was testing a script that made a dmoz type clone directory on my site and linked to it from the index. I later found others on this board that said these types of directories were a bad idea so I removed it but that was over 6 month's ago and the white bar has stayed.
All the other pages of the site still link to the white bar index and they are fine, dmoz links to it and so does yahoo so maybe one day it will come back?
This is strange, one would expect the whole site be penalized for that.
The client site is a subsite of a Fortune 50 company -- the kind of site people expect to be able to find informaiton on in Google. So I suspect they may be a little more lenient on the penalties for sites like this than they would be if it were a gambling or p0rn site.
