There is no question which came first. Billy DeBeck (artist) invented Barney Google in 1919 and after his death in 1942, his assistant, Fred Lasswell, took over the character and continued to draw the strip until his own death in 2001.
They had no problem using "googley" as an adjective and Google as his character's last name. I think their estate(s) might have some proprietary rights of the use of the word "Google" and its derivatives. :)
