If there is also a closing tag (the "</a>" tag), I would say yes. The

HREF="http://www.mysite.com/links.asp"

part will be used by Google and the rest ignored. To be sure, just use it on a PR4+ page and see what happens after the April update (i.e. the update that should come at the end of April).

I miss the point in Brett's reply. Presuming the "&quot;" are real quotes in the source, I don't see why this link would be handled differently by G than
