I am on a Mac and can't make use of the toolbar either. If you go to google and type www.yourdomain.com ... you get this:

Google can show you the following information for this URL:
Show Google's cache of www.yourdomain.com
. Find web pages that are similar to www.yourdomain.com
. Find web pages that link to www.yourdomain.com
. Find web pages that contain the term "www.yourdomaini.com"
If you click on the category listing, it will take you to the Google directory page where the site is listed and the PR is shown beside each site.
What it means is that your site is not listed in the Google directory. If it is a new site with few or no links to it, this would explain it. However, if the site is an established one which had been in the index in the past, then it's possible that you have incurred a penalty.
Once the site is listed in DMOZ (which can take quite some time) it will be listed in the Google Directory. However, it is much faster to get several incoming links from similar or associated sites. Google will then spider the site and although it may not be added to the directory right away, at least your results will show up in searches.
A good start is to buy your way into Yahoo. Although I am not sure of that anymore with the recent buyout of Inktomi?
