Banning web sites

Is it the IP or the domain?

Can someone please explain to me what Google does whenever they ban a site from their index. Is it the IP address that gets banned or is it the domain?

Well, it coudn't be the IP - What about all those poor folks on virtuall hosts? ;)

If you get banned you need a new domain and (probably) a new IP

My experience is that the domain is banned.
Many sites share IP's thanks to virtual hosting so it doesn't make sense to unfairly punish a site just because they share a server with you.

On the other hand I know you will get replies from people saying IP's are banned and sites have been wrongly penalized.

I thought the same because of the virtual hosting.

Also, if you switched hosts and they gave you your new IP address, this new IP could be a banned one from someone who just left their service.
