Link request site has no PR

does this mean i shouldnt link?

A guy contacted me yesterday requesting that i link to his non-commercial website.
He also told me that because of such little interest in his site, and no funding for it, he will let the hosting run out in July and if so, i can help myself to content (pictures).
he asked me that in the meantime please could i link to it and maybe he might get some last minute interest in it and be able to save it.

Its a shame because it is an OK site, with some nice and interesting content, but of an area of the world thats probably hardly ever gets any interest!

I have just added a link to his site but i have also noticed that although his site is listed in google, or atleast a few pages of it, it has a very low PR of 0.

Does this mean i shouldnt link to it?
Will such a low PR affect mine?
Would the low PR be because he only has one link to it so far?

I'm just a bit wary because of the 0 PR. But if its safe to link to , i'd love to send this guy some traffic

Let's say that this site has a PR<1 - as long as you can find it in the SERPS, it isn't banned.

Many sites start with a low PR. And before the first link is established, all sites start with a "no backlink" phase.
If the subject of this site is of any interest for your visitors, you should link to it. Keep in mind that today's PR0 could become tomorrow's PR8 if the content deserves it ;)

linking to him wont do you any harm but it probably wont do you any good either, particurlarly if he wont be around in 6 months time. invest your time in gaining high quality, relevant links instead.

bah!

if it is a nice site that makes sense to link to, link to him... it should have no negative pr effect and may send you some targeted traffic if he reciprocates. Maybe six months down the road, when he's in the index, you'll have invested in a nice PR 7 or something.

use your brain when linking, not google's misunderstood code of ethics.
