Domain name /language question

considered mirror or a new site?

I was wondering if i put a version of my site something like this www.foo.com/fr/ translated to french off course!

How google will see that? as a "new" site, new pages or mirror pages?

Also i will get more traffic from www.google.fr? and from www.google.de if i put /de/ and all the stuff translated?

Google will see this as new pages. I notice google.fr has an option "Pages francophones". If that was checked, then this would limit searches to find only your French language pages.
