We often use an ip address that was formally used for a site that was taken down. So as I am constructing the site, I find that it ranks well for keywords and google is doing a great job in indexing my asp pages.

Well to get to the point, I note that the new site that is just keyed in by ip address, the tool bar is blank, yet when I run it using the old www.sitenowdown.com to pull up the site, the tool bar goes to 4/10.

Is this what people were talking about when we talk about buying a domain that has pr already?

Yes, precisely. PR is recorded assigned to the domain name, not the IP address. It will be interesting to see what happens to the URL's PR after the next update.
