Does Google regionalize search results?

Would anyone know if Google regionalizes searches. Eg. say I am in Portugal (which in fact I am) would a given search query results be any different if I was performing such search in another geographical location. I find it quite amazing that performing searches with common one word searches(nouns)I manage to get under construction pages with no contents and hardly any back links ranking top 3 but that happen to be in Portugal.

Sure. Start checking some of the other googles like .de and .co.uk.

Doesn't seem to be the case. They all return the results in the same order. But I hardly find the top result the most relevant. Its an 'under construction' page with no content and PR4? Very strange!
