Rumors about Google running dynamic query targeted banners

I have heard rumors recently (last day or two) of Google running banners through a third party network. These banners are being dynamically created based on a search query.

a) Has anyone else heard about this?
b) Is this, simply the third party network reformatting adwords?
c) Is this allowed?
d) Anyone know which network it is?

Haven't heard this rumor. I suspect someone is talking about this:
[adwords.google.com...]

I don't think we'd be making banner ads, but our new content-targeted ads are a drop-in that can fit in the space for banner ads.

The terms/conditions of the placement/display of c/t advertising allow it to be formatted into a banner or skyscraper?
