Is there any point linking from an image on a page with the same alt text as the page title in order to benefit from anchor text boost in the algo?

If the image is served from another site - then yes, IMO.

Okay, so some PR artist may set me straight, but I don't see a possible effect. I can't imagine an algo to count this towards your linkpop.
