When you get on the net your computer is indentified by an IP number that is assigned by your internet service provider. It's one of those 222.222.222.22 looking numbers. If you use a dial up connection with a regular modem over a phone line you will be assigned a different number each time. They are just drawn from the pool of what's available at the time. However, if you are on a cable connection or an xDSL connection you may have a static IP that never changes or changes every few months. Static IPs make you easy to identify. If you are connected from work you may have a permanent IP address(es) in which case you need to be very careful who you annoy. :) Hope that helps.

(broke from another thread for posterity)

There has always been the fear that se's will track submissions via ip's. I really don't think you have cause for concern unless you are submitting junk at a high volume. I've been pushing the 'ip envelope' over the last month and can't see any problems. I've been doing around 200 urls per ip to all the majors. I can't see any problems - doesn't mean they aren't there or haven't showed up yet - but so far, all is ok.
