Can anyone shed any light on what these are and why would I want them on my site....

It's all pretty much a waste of space. Basically they are trying to tell the spider what to do. Spiders don't listen too well. They generally do what they want and ignore what we tell them.

These tags are telling the spider to visit all the pages and to come back every 15 days as well as to rate the site.

All you need for metas are title, keywords, and description. Also keep in mind that metas are not as important as they used to be. They are good to have but don't kill yourself worring about them.

I second that. In the case of asking the robot to return, this is used in cases where the page's content changes very often, such as online pubs. This tag was useful, but it's doubtful how often it's adhered to now. A high risk move would be to use the reindex tag for a page that never changes. This is a SPAM trigger for some engines that compare before and after fetched pages. The hope in this tag lies in keeping the database refreshed with the latest version of the page, something that can happen with regular spider visits anyway.
