server issues outside of US

With server in Canada, any possible issues we can't see from server data?

Our server is in Montreal. Sometimes it seems that we should be seeing more traffic during peak periods of day. Is it possible that the pipes that carry traffic can be clogged from certain areas of the country causing us to lose some traffic without detecting any issues from our server data? For example much of our traffic comes through aol in virginia and the east coast. Are there tests that can be done to make sure everthing is flowing, other than having friends in these high traffic regions make connections? Do we need more data than we get from our server to know that things are OK?

You can get a good idea about server performance from NetMechanic [netmechanic.com]. Internet congestion can often be spotted by digging into the InternetTrafficReport [InternetTrafficReport.com].
