message queuing

about smtp and WinXP

I have always wanted to finally get my SMTP server running right (IIS on WinXP), and I am about there. My question is about message queuing. Where do I tell it when to send the messages? Is it possible to manually send them, or have it send them as soon as one is put in the pickup/queue? When I put e-mails for local delivery in the pickup, it works immediately like its supposed to. I would like for it to do the same for public e-mails. I am pretty much new to this so if you know of any tutorials or anything that would be great. Thanks

So it works for public e-mails but it takes a while to process the queue, or does it not work at all for public e-mail? Also how does the server get outside your network, through a router or directly connected?
