Optimizing a site for offline browsers and search engines

I have a site which most of the people browsing it are using offline browsers. (60%) The site is in a country where A)the phone lines are not reliable and B)Online time is charged by the minute.

While I would like to use fully qualified urls for all the links and gifs of the site, it does not seem like a friendly thing to do to those who want to dump the site to their hard drive to browse.

What are some tips to optimize this site for both offline browsers and search engines.
