Internet connection sharing in win2000

I need to limit bandwith for clients PC's

Hi, searched a lot on internet.
Still don't have clear picture.

I have a 2 PC's in my home.

One is BASE and it is connected to Internet trough
cable modem.
And other PC is a Client which is connected
to internet trough Base PC by means of Internet Connection Sharing ICS Win2000.

question: how to limit bandwith of Client PC?

Looks like I need to install Proxy software on my Base PC. If so - some advice would be really appreciated.
