Change Control on a website

The impact of technology and other changes on operations

I am interested in the experience of other webmasters as regards Change Control on a site.

As I see it, the responsibilities of site maintenance extend beyond issues of immediate operations. As such, a mechanism is needed by which the impact of amendments can be managed. Having put some thought into it, the process I have come up with encompasseses four steps:

Identify the nature of the change.
Identify the scale of the change.
Identify the possible impact.
Proceed or re-evaluate.

Does anyone else have other ideas?
