We will probably end up contracting this one out, but I need to educate myself enough to be able to ask the right questions of potential vendors. I want to be an informed buyer :)

We have an upcoming project that forces me to get some education. I expect
this will be contracted out, but I need to be an informed consumer before I
go looking for vendors.
The project we face is bigger than a home based webcast, though not huge.
Preliminary plans call for a live component with as many as 4000
simultaneous streams, and an archived version (30-90 days probably) that
would be accessed by as many as 10k users.
Besides needing some background on pre-production needs, I also need to find
out about what to look for in vendors providing the actual recording,
bandwidth needs (upstream and downstream), hardware and software for a
commercial production, server needs and configurations, potential problem
areas, reasonable costs, etc.
Any advice?
