There is a fairly good sized Spanish speaking population that I would like to bring into the user base.
What I am looking for is a backend program that would have the ability to parse a file based off of inclusion tags (I.e. <parse this>Hello world</parse this>) as well as extracting the preferred language information from a cookie. It would be fantastic if it was NOT a php program. Though with looking for something so specific it isn't wise to constrain my possibilities at this time.
Your recommendations please.
