Hotlink not compatible with Frontpage?

I just discovered that if I use Hotlink (to stop bandwidth stealing) that I cannot sign into my site using Frontpage. When I disable Hotlink, I can sign in with no problem. Is there anyway to make Hotlink compatible with Frontpage?
