Need RFP web application for B2B

Does anybody know a software that allows buyers to submit a RFP and sellers to submit their proposal on a third party website?

The software needed to run the website that is.

I have seen some auction solutions but they are all overkill.

Any help appreciated!

So, I am looking for the software needed to build a website like that.

All of that site is custom programming. Not too sure if there is anying off the shelf that will do that sort of stuff.
