Applying ALT attribute to animated gifs

How do you applt ALT attribute which shows up on every frame

I am trying to apply an ALT attribute to an animated image on my website. For some reason the description when you hover over the image with your mouse is only visible on certain frames of the animation. I have tried applying the alt at in Fireworks and have also applied the title at but nothing seems to fix this. Any suggestions about what may be happening?

The ALT attribute is really only supposed to take the place of the image in text browsers and if the image is not available. MS made the ALT attribute into the hover text.

The true attribute for the hover text is TITLE . I don't know if it will remain on for the whole animation though.
