301 redirect

We have a new client who changed the structure of their site shortly before coming on board. Some pages in the search engines that hold good position are no longer where the links says and give a 404 when clicked. I have two questions...

1. Can we give 301s for individual pages, or does it have to be a whole URL? I've heard examples of it working like; www.widgets.com/old_directory/the_old_page.htm to: www.widgets.com/new_directory/the_new_page.htm. Is this accurate?

2. Is it possible to set up a 301 in a IIS environment?
From a post here in July

in internet services manager, right click on the file or folder you wish to redirect. Select the radio titled "a redirection to a URL". Enter the redirection page, check "The exact url entered above" and the "A permanent redirection for this resource". Click "Apply".

Does that method give the robots a 301 - moved permanently statement?
