Websites blocking foreign ip addresses

In case i cannot reach a website,
how can i determine "instantly" if it is because
that website is blocking my location ip addresses?

if there is such a method for me to do checking,
then i do not need to wait for that website owner to reply me,
and i can go search for alternative causes for inaccessibility of that site if it is not due to ip blocking.

you could visit the site via an anonymizer service, which would have you arriving via their ip instead of your ip

Your method is not working for a case
i experienced now.

i discovered some sites that are "not" blocking my location ip. Confirmed no blocking.

But i still cannot reach their sites directly.
But the strange part is i can reach their sites if i use the Anonymous Surfing or hide my ip mode to surf their sites.

Then in future, i really cannot determine if
sites that i cannot reach are actually blocking my country ip or due to other reasons.
