If you have web-based email access with them you can go through a proxy server, and then you should be able to access the site fine if it truely is a blocked IP.
What kind of internet service do you use? Most dial-up services assign you a new IP each time, and most high-speed services have dynamic IPs as well, although they can go for a while without changing. It could be another issue.
If you want to test out the proxy method, you just have to search for proxy servers.. there are many pages with links to them. They give the IP and port for the proxy, and you just stick them in your web browser, and everything will route through them.
Or you can always use a friends computer..
