Can I use RADIUS authentication with a forum?

My user group runs a volunteer-run ISP and we have RADIUS authentication for subscribers. We have internal newsgroups. In respect to usernames and display of names, we have generally required people to use something approximating their real name and to display at least their surname in news posts. (I am painting the climate here, not asking for views on it)

We are about to trial a forum and our volunteers have already raised the spectre of unidentifiable troublemakers creating havoc. They are aware of the option to enforce registration via valid email or even manual approval - but being a volunteer body we know that mods and admins can't be presumed to be available or to come forth.

I have set up a trial forum in phpBB and am about to buy vBulletin as another trial.

I noticed a PHP script for RADIUS authentication but I can't find any discussion about using an existing user database to start a forum. Has anyone tried it? How would a new user (with an existing ISP login) get in? In other words, could we show him the ToS screen and then he/she would find a pre-filled Profile?
