Running exe installer

I would like to set up something similar to what this website is doing on our site:

It somehow is using IE to install things automatically instead of downloading an exe and then having the person double click. Does anyone know how they are pulling this off?

Do you mean install things without permission, like spyware does?

If that's the case, which was my first impression, I don't think you'll get help here. I find the practice very distasteful.

Oops, didn't realize the link was removed. No wonder I didn't get a response.
No, not like spyware at all. The link I tried to post shows a site where you get one of those warning messages that says something like "Always trust content from site XYZ". And when you click it, it allows an exe to run on your machine.

We are a software company and the higher-ups want to install the software using this method - and I'm not sure how to set it up.

Oh, all you need to do is make the exe a target of the a href: <a href="my.exe">Click Here</a> and it will bring up that window.
